Spoke to a chap in a LBS and he confirmed that they can be 'flexible' with how the deal is put through (frames only, £1000+, etc) but also added that it's obviously your responsibility if any questions are asked. Seemed to think it unlikely that you'd ever get asked to produce the bike and had done deals where the rules were bent.
Gutted about the £1000 limit as it starts at my work this month and had my eye on a new Orange 5. Might still try to get part of it funded by ctws.
