Weight Issues (Ill have to go on a diet

I have a complete wheelset that I wanted to use, including cassette,rimtape,clinchers etc weighing
2,454kg
which is about 200grams to heavy because I havent taken the cables into account..
Any suggestions on wheels (rims,spokes,hubs,rimtape, etc) are welcome!
Could probably change the plastic rimtape for ducktape, but that won't be sufficient, ... New Spokes, Hubs and/or Rim will be needed unless I can save weight on other components that I am using now:
Diet plans -> possible weight loss
PART I = 2,799kg (frame and fork)
PART II = 0,253kg -> 0,239kg (swap)
PART III = 0,290kg (could cut seatpost and probably save ca. 50 grams)
PART IV = 0,303kg (could take a smaller stem, or switch bolts with Ti bolts)
PART V = 0,327kg (got some lighter but less nice Bars I could go for)
PART VI = 0,013kg (seatpost bolt)
PART VII = 0,460kg (outer tires)
PART VIII = 0,155kg (inner tires/tubes)
PART IX = 0,277kg (could go for a lighter Saddle, but problem is that lighter saddles will 'weigh' heavy on my budget
