I always understood steel frames sizing is from top of seat tube to centre of bb whereas top tube is measured centre to centre ?

Thanks for the info, but at 24" it is the wrong size for me.
Back in the 1980s and 1990s Ribble were indeed massive.
Upstairs in their shop on Water Street were maybe 200 frames; all sizes and all colours. Pick your fancy, go downstairs and buy a box of bits and in a couple of hours you would have a new bike.
Building bikes was easy in those days.
We all rode Ribble bikes. Summer bikes, touring bikes, winter bikes, race bikes and TT bikes.
Then they got grandiose ideas and went mail order only from Walton Summit. Now there are even doubts if they can survive.
Cougar, of course, had a certain T. Dolan who we all know of.

I live in Preston and am often sat in traffic at the lights by the old shop with its distinctive arch shaped window frames ( its now an Italian restaurant ) if only I could go back in time and stock up !

Yes, it was a good shop. But I guess shops like that don't exist anymore.
