help identifying (cinelli?) frame

Hello folks!

Got this bike today and would like some help in figuring out it's providence.

It looks like it's been resprayed fairly recently, not sure if the rick powell stickers are kosher.

The frame number is 300

It's got 650c wheels front and back, sorry about the rubbish photos.

Don't have much else to go on.

It's not a Cinelli built frame. There are Cinelli made lugs, especially the cast bottom bracket shell. It could well be built by Rick Powell as a 'Low-Profile' Triathlon frame hence the low front end and 650C wheels. Those tri-bars should be at the same level as the top tube! Possibly late '80's/early '90's?
 
Its definately a tt or tri bike because of the 650/700 lo pro profile im pretty sure as well.... i love how somebody bought a low pro and got a high rise stem to bring it back to a more traditional riding position.
