The fork crown is a relatively common 'late steel era' design (Prugnat?)
no, i would say that it's a cinelli external SCA fork crown and that it's certainly not a raleigh from the chainstay support behind the bottom bracket shell. could you post a shot of the rear brake bridge and the top of the seat stays at the seat lug and i'll see if i can make a better guess? i worked with loads of different frames in the 80s and 90s - my guess is that it's a late 80s frame.
