In Richard Sachs docu "Imperfection is Perfection" I wonder why RS leave for a few minutes a frame he just finished submerged in tap water.

Its just water from the faucet and doesnt add anything to it. The frame he submerged have been cleaned of flux already before he dunked it in the bucket (at least thats what it appears to be in the video).
 
I'm sure it was left in for more than a few minutes. Probably overnight.
Anyway, as said, its to soak off the flux. As well as the outside, it gets inside the tubes and if left there can rot out a steel frame in a few years.
I soak my frames in a bath overnight. I've added a corrosion inhibitor to the water to stop them rusting. They are then baked dry and then the tubes are injected with a zinc phosphate solution to prevent rust. I guess other builders do the same before you all start worrying about your steel frames going rusty.
