WTD: Touring frame and forks 60cm max.

I'm looking for a frame that is mid to late 90's no larger than 60cm.

I'm not rolling in money I'm afraid but I should like a reasonable quality one if possible.

I've a new unbuilt Saracen Panarama frame and fork,think it is 58 no bigger though.4130 cromo tubing.Like this but not this one.
