For what it is worth I have had two resprays:
1) P7 when new dropouts were added
2) Yo Eddy as was paint tatty and a chainstay had a ding that could be filled
Both resprays are top quality. But I regret both, sometimes deeply.
I am completely with utahdog on this, scratches etc. are all part of the history of a bike, even more so if the scratches are during your ownership (doesn't apply on my two above). For me, and this is obviously a very personal view, the only time to respray is when the original finish is so damaged that the risk of rust/corrosion is so high that there is little option. And even then it's worth considering getting some "Patina is king" stickers printed up and slap on over the worst bits.
