When did wheels change size?

I've had many a frame with a low drop at the front on the original fork and then a seemingly daft amount on the back.

If you look at photos of continental race frames of the 50's and 60's (eg Coppi, Bartali, even Rik van Looy in the 60's) you will often see a very short reach sidepull front brake (often Universal) and a long drop rear. If the frame was for centre-pull Mafacs then clearance was longer as Mafac didn't seem to make a short reach version (apart from TOP 63 which I can't remember seeing any pro team using) whereas Universal did make short and long reach CP's. Weinmann, which a few pros used, had both 500 and 730 reach side pulls.
