What kind of fork is this with rear-facing brakes?

I was looking at this advert for a relatively vintage Cannondale (not sure what model or year it could be) and was intrigued by the rear-facing brakes on the fork, which look pretty funky. But does anyone know what they are? Advert is heroically short on detail, so I doubt the vendor will be very sure what they are either.
