The flattened seatstays and indented seat tube for a short wheel base are fairly distinctive. The rear brake cable stops look fairly basic compared to the rest of the frame fixtures, but its clearly a well put-together frame. I would expect some pantographing some where if it was a Chesini, even the lower end ones have a stamped BB or seatstay cap usually.

What threading is the BB / headset? May help narrow it down.

Much appreciation.

It is italian threaded.

I have never seen a Chesini with open fork blades at the drop out. Frame is certainly no earlier than 1978 (portacatena drop out); most likely mid 80's looking at all features. I used to have a 70's Chesini, but I doubt it had much in common with the frame. And yes, as Rod stated, mine had pantographs (stars, similar to a Viner Stella) with BB drain.
Is the steerer tube "rifled"? What is the seat post diameter? My Chesini had Columbus SL; 27.2mm post.

Any marks/stamps?

Hi Jake, sorry for the late reply.

The seatpost is 27.2 on this one too.
There arent really any marks or stamps, and sorry im not sure what you mean by rifled.

Cheers.

the insides of the tubes have spiral reinforcements near the lugs. I've never examined a gun, but guess its like the inside of a rifle barrel, hence the term

@Kolbyboii

I should have said "helical reinforcement ridges"; but "rifled" was easier. Often times a builder will use a partial complete tube set or mix of Columbus (or other brand) tubing and might use a lower cost steerer; or use a "factory" fork made of more generic.
On a Columbus frame, seeing those ridges generally mean the frame was made of a higher grade of tubing (i.e. lighterweight) so an easy check for anyone to do when an owner states their frame is a full Columbus SL/SP (and other sets). Columbus uses 5 ridges; and Vitus also uses a similar design with 6 ridges in the steere tube; Columbus' is a butted steerer, not sure if the Vitus is butted or not. On Columbus Brain they did the exact opposite and instead on ridges protruding, they made a thicker tube and cut grooves (presumably to lighten and not strengthen).
