What are these parts?

Got a box of goodies recently and these were included though not sure what they are.

Yellow bits are togs USA branded, look like chain catchers but probably not.

The gub branded silver thing, is it a bar mount for a Garmin or something and would need a tube in one end, bar on other, or is it one of a pair?
