Do these serve any purpose?? They fit perfectly. Maybe for a pump somehow?? Maybe somehow the previous owner hung the bicycle with these. They can be turned/revolved around on the bicycle as well and are made of plastic with a metal screw on the bottom.
The rear brake cable actually goes right through the frame, so they do not seem to be for that or the mechs.
