Threadless cable hangers like this one are widely available:

You can get them for 1, 1 1/8th and 1 1/4 inch steerers. You can also clamp then onto the quill of quill stems.

I am unsure what to go for as I fancy a hans rey rep bike but the year reall needs to have cantis but it seems harder to find forks that will take cantis

This may seem a good option with the rocker system

The Tektro booster will work fine front and rear, you'll just have to shorten the bolt as it's designed to fit through a fork crown...

...offer it up to the mounting hole in the fork bridge/rear brace and mark the correct length, remove it and screw the nut on then cut to length with a fine hacksaw blade. File the cut end smooth then screw the bolt off and you'll have a neatly cut thread on your shortened bolt.

When I put my PC on rather than my phone I'll post a link to the instructions on how to set them up correctly - it's actually easier than the usual canti' setup

...whilst specific to the Cannondale version of this system, the instructions are applicable to all variations on the theme; the most important part is 2. on Page 1 (carrying over to P2...) relating to the positioning of the spring post in the brake boss for left v right fitments.
