Judging by his lack of response to shipping the frame only to the UK, I guess this is USA only...how boring

Depends on the quality of the respray really, although it does seem like a genuine sort of advert. Although there's no proof that the frame is an Explosif, all of the kit is correct for a 93 Explosif, so I'd be inclined to accept it as genuine.
