threaded steerer too long

Recently bounced off a Lexus 4x4 and need new forks. Found some beautiful Reynolds but steered tube too Long. Am having the thread extended at not so lbs. My question, there is a 2" slim slot running vertically down the steered tube at the top. Can I chop these forks down across the slot. Safely or.is there another way to accommodate this extra tube. Thanks
 
The slot exists so that if you fit a brake cable hanger for either centre pull brakes or U or Canti brakes the hanger does not twist to left or right but stays centred. The cable hanger has a small tab that engages with the slot when you place it over the steerer tube like a spacer ring, some spacer rings have this tab aswell though for not discernable reason.
If your not using a brake hanger of this type you dont need to worry about this slot so feel free to cut where you like :wink:
