I still have the frame of a tandem my dad bought soon after the war. When I used to ride it in the 1970s it still had "Victory V" tyres on it.
And the headset looks very similar to the one on yours, as do the lugs.
Trouble is there were so many (hundreds, perhaps?) frame manufacturers pre-war that it could be by any one of them.
