SYNCROS SEATPOST REPAINT

I've recently purchased a 1994 black syncros seatpost off ebay and need advice on smartening it up. New decals are on the way from gil m but i'm unsure about repainting it.Do i remove all the old black colour, prime and then respray matt/gloss black? Or just smooth it off with wet+dry and go straight in with the matt/gloss black? Will i need to laquer it? If yes, before or after applying decals ? Help me out guys ! All comments gratefully recieved. :D
 
Had my Syncros post repainted rather than andodise. Didn't rub off the anodising.... just roughened the surface with 200 grit then painted without etch priming. The painted finish was baked though. Want to get the surface finish of the original?.... a quick twist round with Scotchbrite brings back the grooves.
When the graphics are on.... there's not a lot of difference especially if you're going to use the thing. :D

The black seatpost is hard anodized.

The aluminum seatpost is hard anodized in order to prevent surface wear. Removing the original anodizing will expose the surface to wear and abrasion. Paint will not be able to abequately perform that function.
