Strange Bicycle Frankenstein

I just bought and I'm in the process of restoring an unusual (to me) bicycle. It's a road bike with a TIG welded aluminum frame. The frame is marked "R. Alcala" which I assume refers to the Mexican rider and Tour de France competitor between 1986 and 1994. The bike carries a hodgepodge of components which I will list at the end of this post. I would really appreciate any information on this bike and/or on the selection of components. Is it likely that someone took the frame and loaded it with whatever he had on hand?

I can't help on the bikes background but I'm currently building a frankstein bicycle out of all my old parts I have.. It's got ultegra rear brake and crank arm, weinmann front brake, tiagra cranks, cinelli head set. And I can't remember the rest off of the top of my head but my point is, yes that's quite likely
 
Doesn't look too much like a hodge-podge to me! Looks like a 1996ish Veloce groupset - which is good strong durable stuff. It cost a similar price to Shimano 105, but in my view was rather better. You can even rebuild the shifters, unlike Shimano which when worn simply have to be binned. The wheel rims are Campagnolo...nice.
