Stem pantographed with International Cycling Center ???

Very interesting stem on an early '80s Colnago Super. Never seen one of these and am intrigued. Have you? If so, what is the historical background? What is does the "S" on the front signify?

All other parts on the bike are pretty era-standard (Campy SR, Ambrosio Montreal Rims, Modolo brakes).
