would you not be better to fit a spacer?

Yes, but I think the whole crown needs changing, depends on the model. Are you talking threaded or ahead?

What do mean by crown the ring that sits on the bottom of the steerer tube some are threaded and some aren't there manitou forks comp se 2 and 4 cheers

The crown is the big alloy bit the steerer sticks out from. Iirc on most manitous the steerer is pressed in so you need to replace the crown and steerer rather than just the steerer which was possible on some older forks.

You can get headsets that take a 1 1/4 to 1 1/8 or shim the frame and run 1 1/8 headset.
