Camera runs camera software, Phone runs, 2g radio, 3g radio, phone software and messaging application as basics on top of the smartphone OS. If you add in the wifi radio and bluetooth that's two other things before you even get to google tracking GPS apps and then it has to run a camera app as well, something has to give and it is performance usually.
A Camera runs camera software on a similar spec CPU.
However as you say 720mhz is pretty pokey but what will make the difference will be dual-core where the camera software can 'take over' one core all to itself and not have to share CPU time with other apps.
