Shimano Deore SLR rear U brake - return "springy-ness"

Hi again, similar job to the cable routing question a few minutes ago.

The caliper is unconnected to the brake lever and cable at the moment but I noticed the drive side rear brake arm snaps back lovely but the non drive side has a much weaker return.

I have looked at the internal spring and the spring holder and they only seem to go one way. I also adjusted the spring tension but that didnt seem to make much difference.

Is that the way the system is designed and nothing to worry about?
