It's not pre 1998, but seeing as it's a 34.9mm clamp, it'll fit a lot of big fat aluminium frames from that era 
Brand new - taken off my road bike as soon as I got it (I replaced it with a blue one).
For reference - the seatpost on my road bike is 31.6.
A lovely, simple seat clamp.
Note that the seatclamp is in perfect, unmarked condition. The photo makes it look a bit tatty
