I ve been looking for a new frame for some time and saw this on the bay,
the seller says that he cant get it any cleaner, to me it looks like its had paint stripper on it which he denies.
What do you think? And can anodizing be cleaned better?

thas definately paint, its not a bare aluminium color. although it is tatty

use some g3 compound an some wax polish on it i reckon it would come up alot better than it is now
