Rocky Mountain Edge T.O frame - needs work!

I bought this about two years ago from someone on here, fully intending to build it up but never got round to it, I had the shock serviced by Risse in the US at great expense, and earlier this year decided to sell it to another member on here. Having never built it up I was unaware of the following which he discovered: Shock is blown, it doesnt move, and wouldnt move (I have tried contacting Risse, they were quick to take my $70 plus postage costs from me, but seem to have disappeared now), the BB pivot has been shimmed at some point, and has now essentially fecked the internal pivot area meaning it cant be used with the intended bolts/bushings. It is my opinion, and the opinion of the purchaser from me that there's every chance this could be made to work again by someone with a bit of engineering nous. Another negative is the bubbling of the paint on the down tube, looks naff but may just be cosmetic.

On a positive note!: The frame has all bolts, mech hanger and seat clamp bits present, its extremely rare, Ive only ever seen one photo of another, its hand built in Canada from Easton Elite tubing with the AMP back end, it is definitely proper yellow, again my iphone has washed out the colour - the NOS Real Seal headset IS NOT INCLUDED, its a 1995 frame and did not appear in the catalogues. Frame is 15" c-to-c, 17" c-to-top.

Not entirely sure what to ask for this, obviously it cost me quite a lot, what with the shock service (pah!), and the original cost of the frame, however I need to put a price, so I will say:
