making a long story short.
A long time ago I catched this bike in this condition:

After a lot of work it now looks like this:

Now I thought, I'll just have to lay the shift and brake cables and then off I go to the trail.
However, the person who wanted to help me strongly recommended that I take a look at the supposed rust on the top tube. The spots in question are at the bottom of the top tube. See photo. I'm supposed to sand off the paint there and see if the frame has already rusted through, or if that could happen. It's obviously a very radical step, and I'm not a painter; it will never look decent in those spots again. I also don't want to completely strip the paint off the frame and repaint it; that's completely unnecessary and like shooting nukes on birds.
Visually, the patina doesn't bother me at all; I just want to ride the bike!

Now, I'm really excited about some of the work here. There are some real experts among you whose help I would really need. What would you do?
