What happens when your bike gets nicked, is that to small to be dealt with?
or the granny who gets her purse snatched?
or the blind chap that gets clipped by a cyclist who jumped a light? is that big enough?
If we tell them that they shouldn't be wasting their time on the small stuff, they'll stop "wasting" there time on stuff we think isn't that small, because to them, it's still small stuff.
This whole story stinks of lawyer wanting to be the big man. I grant you the officer said something stupid instead of knowing the law, but come on, they are doing their job and the twonk riding non handed down a crazy busy street in a crazy busy city should just pay the fine and move on with his life, bang to rights. Instead, he daily mirrors it and proclaims as loud as he can how it's all such an injustice.

You're trawling out a host of straw man cliches here. The correct answer is they should be investigating everything on their patch - but I'm not naive enough to think we live in a world where that happens. What I know does happen is Police in London at least (City and Met) love to pick low hanging fruit and make a big show of it. Why is this? Because the job has always attracted bullies is the short answer. I don't believe ACAB but the ratio of good to bad isn't improving it seems.
And yes, anyone cycling in a crowded place no handed is being a bit tw£tty - but its hardly crime of the century and officers should IMHO be on firmer ground before they start spouting off in error, undermining their rep and public confidence in the law into the bargan.
