its probably using an old 27 on the front and a 700c in the rear so as to utalise a modern cassette ( its likely the owner bought a complete rear wheel when the old 27 gave up or needed new sprockets ) the rear tyre wears quicker than the front so its entirely feasible he hasnt worn through the older/harder to source front 27 so hasnt bothered to buy a 700c yet
the difference in caliper drop at the pad is 4mm between the two
im not too clued up on 29 but its the same rim size ( except width ) as 700c , i assume the 29 comes from the larger tyre
fixed gear riders sometimes use 29 disc rims with a road clincer as they dont need a braking surface and can look more minimalist
Going by where the brake blocks are mounted f & r, the wheels look to be the same size, either 28 or 700c. For starters, the rims look identical and I think its just the camera playing tricks.
