Front forks are bent, and someone has sprayed the entire steerer tube, including the headset and headset cups!

I emailed the seller and told them the forks were bent. Prompted by safety only :?

This was the reply
" Nop large wheels fitted if you look closer as there close to the brakes !!! And the rear tyre is close to the frame!!! Look properly before commenting as would not sell it if not safe!!! "

Maybe that's why 'someone' has decided to rattle can the steerer tube and everything attached to it red!
