Recommend a small easily available quality retro frame

Specialized Rockhoppers and stumpjumpers were available in 14" , steel ones up till about 1998. Nice bikes, rockhoppers probably more practical as they have rackmounts.

Unfortunately that Saracen wouldn't be suitable, trying to keep away from suspension and keep it very simple but thank you anyway.
The Alpinestars would be too small but is rather nice.

You've all given me a lot of things to think on, a steel frame would be nice and simple, I've also been taking a look through some old Trek literature and they did some small frames around the early 90's including the Aluminium and carbon frames so I'll keep an eye open and see what comes up on Ebay.

Adding this to provide a guide for Kona's frame fits for the time (this is 1998 or 1997 iirc) but applies to earlier frames too as they didn't alter them.
Just standover will change a fraction with rigid forks.
 
Thought I should update this.
I came across a 14" Cannondale M something or other complete for £100 just 2 miles from my house. Quick chat with the seller on the phone and collected it the next day.
