Raliegh - with internal cable routing?

Evening all. Can anyone shed any light on this?
Steel framed, large but quite light, blessed with a lovely Dulux paint job and these mystery (to me anyway) openings in the underside of the top tube, one at each end.
They look like they might be some kind of cable routing, but I can't find a Raleigh that would have had that - or something to do with the brazing at the factory?
Frame numbers are just on the BB (two sets) and nowhere else on the frame (as far as I can see).
Any ideas?

Cheers marshalllucky. That was puzzling me as well. Seems utterly pointless really.
So these are touring or racing frames in the usual hi-tensile steel?
