Raliegh Stratos Refurb - Advice please

Hi there;

Recently strip this bike down to re-spray and wanting advice on how to fit the original rack cannot see obvious place it fit. Although took it off and cannot remember how it fit back together does not appear to attach the same place mud guards?

Any video's or advice would be most welcome.
