I'd leave that decision until it's built - then wrap the bars in strips of white printer paper and stand back and look at it!
"Used" white looks good, new white is a bit too "in your face".

I used white on the bar lowers on my dark green one - but only because I built the bike as how it was when Cliff raced it - my choice always seems to go back to black.

Black cables and tape for me. I am boring though.

Hey - whatever takes your fancy Guiness! - I kinda see this as my ‘Irish’ bike but orange may be too much☘
These are some others I’ve done. I think the red tape and green cabling works on the Claud Butler but want to do something different.
I did have white on the split seat tube Excel but it was OTT so went for something a bit more muted.
