In this picture it looks like there are lines under the paint, it's usually rust that causes this, lifting the paint as it "wriggles" around, look like little worms
Not that serious on it's own as it means it's on the surface that can be seen and treated, it's the "inside out" rust you need to watch for if it's been out for a long time. For inside out rust, give it a firm tap all round with something hard-ish (if you don't punch any holes) then lift the frame and shake it, see if you can hear any loose rust inside.
