Looks like the front canti bolts have sheared in the bosses...

I wondered if they might be bosses with an integral threaded pillar so you keep the brake on with a nut, pretty sure I've seen that somewhere before.

Might be the don't look like typical Raleigh forks with those large round spring plates on.
