At what point does it stop being 'a downpour' and turn into a 'monsoon'?
Is it worked out on drops per minute?
I know Wales is renowned for being wet but this is ridicoulous

I don't think Welsh rain is anywhere near Monsoon strength to be honest...

The Monsoon only happens in certain areas of the planet, so no matter how hard it rains in the UK, it will never be a monsoon. Monsoon-like, now that's a different matter. http://en.wikipedia.org/wiki/Monsoon
