I'd get it out and cleaned up, glue isn't designed for that sort of job.

Best solution (cheapest) is bearing fit, which won't squish or liquid metal. Which is a bit more of a pain to work with. The loctite catalogue will let you know the best type to use.
Other than that, some manufacturers make deep headsets, which may or may not be compatible with your frame.
