I have a Meral with a similar looking finish to the one in your tube comparison photo although mine looks shinier than your other photo's and looks more like unpolished chrome, I'd be surprised if it wasn't nickel though as it was fully painted except for the fork end faces.
Mine was also red but was metallic paint with a clear lacquer coat on top, yours as @PeachyPM says looks much more like a red lacquer.
I wanted to do a coloured lacquer finish on mine but sadly there are too many rust spot break through's to allow this so it will be treated and painted as normal.
