got one of these fitted to my Orange Clockwork using a Carlsberg Can as a shim cut with a stanley knife, and never had an issue

i have used a 27.0 where it should have been 27.2 before and never had any issues. a half decent seat clamp will make up the difference easily.

No, seat clamps aren't there to 'make up the difference'.
