I have been trying to work out what the top bits in the photo are for/where would you place them?

Mrazek brakes don't use the noodle. The wire goes through the plastic thing, where the cable is blocked. the wire is clamped in the brake body via an allen key. The little cable placed in the plastic thing goes into the other brake body, where it can be released.
