Some people have very odd and inefficient ways of advertising and selling stuff. It is hard to know if it is this oddness shining through, or a scam of some kind.
Personally i would pull ads like these as soon as they show up and the OP asked to do it properly. If the OP is serious then he/she will do that and if they are either plain lazy, or a scammer, they wont come back which saves innocent RB members grief.
