Mystery frameset - yucky blue

Anybody any idea what this might be ? Been resprayed at some time, came with sundry stronglight bits (headset, bottom bracket, chainset) and Suntour cyclone. Also a sachs maillard 6 speed frewheel. Threads are English. Braze-ons for guards and that's it, BB has been drilled for a cable guide at a later date by the looks of it.

The lugs look a bit similar to the ones on my Carlton track frame.
