Frame looks like a gas-pipey 70s number from a big brand like Falcon - although they had rings in the badge, it was below the bird, and that looks like a windmill on yours .

the lugs, fork, bb and dropout style were common on low end hearth- assembled frames.

Wheels look nice, bhc? Campag?
Bars too - swoopy!

I dont think the nice parts are original, but there are plenty of nice frames to rebuild👌

the Tange stamped crown & biconical seat stays certainly suggest a Nippon origin

the only marque where these features would fit in with the windmill symbol is Koga Miyata

the "windmill" outline could also be a humanoid cartoon figure - note the "legs" / "feet"

dropouts with offset eyelet could be either Tange or Maeda

checked serial against Miyata and the initial letter M would indicate a cycle of 1984 which is much too late for the subject machine

someone with greater knowledge will be along shortly no doubt... ;)

if a MIKI product the second serial character indicates it was produced in a year ending in 9

appears slightly late for 1969 and clearly too early for 1979, with 1969 far more likely...

have never seen a MIKI product sold under its own name in me land; makes one think that all exported produce from the firm represents contract work

in the MIKI serial pattern the third character indicates the month of manufacture

on the subject bicycle this character appears somewhat indistinct, to me it looks like it may be a letter K which would indicate a November build

in Japan cycle factories generally make the changeover of the production line for the coming model year in the month of September so a November produced bicycle would be a model for the coming year

according to the MIKI serial system the last number of the year this machine manufactured is a 9, indicating that the two possibilities are a nominal 1970 or 1980 model
