Frame looks like a gas-pipey 70s number from a big brand like Falcon - although they had rings in the badge, it was below the bird, and that looks like a windmill on yours .
the lugs, fork, bb and dropout style were common on low end hearth- assembled frames.
Wheels look nice, bhc? Campag?
Bars too - swoopy!
I dont think the nice parts are original, but there are plenty of nice frames to rebuild
