That' s what I'm thinking, at first I thought the twin "down tubes" were essentially two elastic bands :? Probably not. But mid 90's..... it could be some weird & wonderful type of suspension... or just plain weird...

There was a design, I think it may have been Iron Horse, that used an elastomer torsion spring in the frame (in a similar position) with a separate damper behind the seat post.

I'll see if I can find a picture.
