I'm sure it means a great deal, in much the same way as every holder of a driving licence is an excellent, safe driver.

I am glad I got my English degree from Oxford in the 1930s; back when graduates of English were required to spell argument correctly before beginning one.

i think thats the canadian version...us brits cant spell so we just go with the vernacular "guess"...it usually works..
