I'm happy with my Burls ti frame, been using it for almost two years now. As Rekiborter says, it was basically a direct copy of the KHS, I just emailed him the dimensions and then popped down to see him one day to finalise everything. Can't fault the quality, and it was cheaper than most standard ti frames at the time.
He's based in Essex and has produced plenty of 29ers and single speeds, as well as a load of road bikes. He isn't a mountain biker himself, but will pretty much do what you want. All ti frames are built in Russia, he used to do brazed steel frames himself but I think might be stopping that now. Not sure what choice you'll have in tubing, not something I asked, but my frame is all fairly large diameter.
