Mercier identification

I'm quite new to vintage steel bikes and have the opportunity to pick up this bike. The owner isn't sure what model it is or what the tubing is made of.

Does anyone here have any insight on the period and quality of the frame and what a fair price might be?

Thanks Selle! They have it up for a bit more than that but think I'll be able to get it down to 140/150ish. Looks in good condition though so hopefully it rides well.
 
Tread carefully.
Brakes clearly later (brand new), appears to be a dent in the rear rim by the brake pad, nasty seatpost, saddle off the vicar's bike. And those are interrupter levers, not proper bar-end brakes.
Is that Simplex Prestige rear mech one of the plastic ones?

My fear is that it's a bitsa with a couple more horrors to be discovered.
