After a bit of research, it seems that this is a ‘95 frame with the ovalised seat tube at the BB junction and 4th gen decals. Came as a full bike with a very confused spec:

There are some inaccuracies in the info provided in the video, but it's generally OK. Most of the components will be swapped out with a few exceptions such as the 'post. I had hoped that the 2nd gen Syncros seatpost suggested a slightly earlier frame which meant I would use these:
